Infrastructure Business Division’s first hydroelectric power plant project in the new market:Laos
The Nam Lik 1 Hydro Electric Power Plant (HEPP) was POSCO E&C’s first project in Laos. This was also the first HEPP project of Infrastructure Business Division.
Despite the difficult conditions, this project was completed successfully on time with early acquisition of taking-over certificate (TOC). This is a new model suggesting a paradigm for projects implemented for the first time in new markets. The Nam Lik River was under direct influence of the two dams in the upper region and the basin area measuring 1,588 km2. In addition, due to the distinct rainy and dry seasons, water flow in the river varied by as much as three times.
Despite the difficult conditions, which led to trials and errors during the earlier phase, the project was successfully completed through the application of appropriate techniques and based on efficient construction management. Although it is extremely difficult to obtain the TOC for an overseas power plant project, we obtained the TOC earlier on through continuous negotiation with the local authorities. This is a success case of a project implemented in a remote area.
